Rick Scarbrough

Rick Scarbrough became the executive director of LEIC in August 2018. He joined LEIC after serving with the Clinton Police Department, with the last 16 years as chief of police. He also served with the Anderson County Sheriff’s Office for six years.
Before coming to LEIC, Rick served as a subject matter expert in leadership, community policing, capital budgeting and domestic violence. Before his appointment as chief of police, Rick held assignments in patrol, investigations, corrections, community policing, SWAT, grant writing and served as the E-911 director.
He holds a bachelor's degree and a master's in organizational management from Tusculum College. He is a graduate of the 197th session of the FBI National Academy and attended the College of Policing Senior Leadership Seminar held in Manchester, England.
Rick has served on the executive board of the Tennessee Association of Chiefs of Police (TACP), the Board of Directors of the International Association of Chiefs of Police (IACP) and the Finance Review Committee of the IACP.
