Tom joined CTAS in late 2024 as an environmental management consultant. He started his career in city and regional planning in Hendersonville, where he served as a staff planner in 1996. He also served as planning director beginning in 2001.
He then served as a county planner and planning director in Wilson County government from October 2001 to December 2017. He also served as the local floodplain administrator for Wilson County From 2011 until 2024. His role expanded in January of 2018 to development services director, where he managed an expanded set of Wilson County departments including the building codes division, the zoning division, the stormwater and engineering division, and the planning division.
Tom is an AICP certified planner, a registered landscape architect and certified floodplain manager. He received a bachelor’s degree in landscape architecture from Auburn University in 1994 and a master’s in city and regional planning from the University of Memphis in 1996.
