Heather Duncan

Heather joined UT CTAS in February 2021. Heather served as circuit court clerk in Coffee County from 1994 to 2021. During her tenure as clerk, Heather served as the president of the State Court Clerk’s Association, president of the County Officials Association of Tennessee (COAT), and earned the certified public administrator designation in June 1999. Heather has assisted in training newly elected circuit court clerks since 2002. 

Before being elected circuit court clerk, Heather was an accountant at the Arnold Air Force Base in Tullahoma. 

She holds a bachelor's degree in business administration with a major in accounting from Tennessee Technological University and a master’s degree in business administration from Middle Tennessee State University with an emphasis in organizational management.
