Donald Pannell joined MTAS in December 2021 and serves municipalities in West and Middle Tennessee. Before coming to MTAS, he served as an assistant fire marshall for the Memphis Fire Department.
He holds bachelor's degrees in political science and journalism from the University of Mississippi, as well as a master's degree in operations management from the University of Arkansas.
