Chuck Shoopman is Assistant Vice President of the University of Tennessee’s Institute for Public Service (IPS).  The Institute is composed of five outreach organizations that connect people and solutions to improve the efficiency and performance of businesses and governments across Tennessee.

Jeff Broughton, Municipal Management Consultant

Jeff was hired as a municipal management consultant working out of the Nashville office in June 2013.  He covers Middle Tennessee from Nashville south to the Alabama state line.Prior to that, Jeff served as a city manager for 25 years and has over 35 years of combined municipal management experience in Tennessee, Kentucky, and Illinois.  Service as city manager include the Tennessee cities of Bristol (2004-2013) and Oak Ridge (1986-1995), as well as Henderson Kentucky (1995-2004).Jeff has a Master's Degree in public administration from Southern Illinois University, Carbondale Illinois; as
