Lisa Shipley, Consultant III

BIOLisa Shipley has been with MTAS for 20 years and is a graduate of the University of Tennessee, Knoxville.  She has worked in the information technology profession for more than 30 years and has implemented many changes in applied technology.  She has worked in the fields of higher education, publishing, marketing, and legal.  She specializes in cyber security, database & systems development, project management, and IT training. 

Richard Stokes, Human Resource Consultant/Office Manager

I joined the staff of The University of Tennessee - Municipal Technical Advisory Service in 1986 as a Municipal Human Resources Consultant.  As an HR consultant, I provide technical HR assistance, training and support to city officials across the state on a wide range of HR issues.  I have written numerous HR articles and technical publications, publish an annual salary and fringe benefit survey of Tennessee municipalities and developed sample policies and forms for city governments. I earned a B.A. in Sociology and General Science from Grinnell College in Grinnell, IA and a M.S.

Erin Ketelle, Program Manager, DRIVE

Erin Ketelle is the Program Manager for the DRIVE Initiative.Erin has her Bachelor of Arts in Political Science and Master of Public Administration and Urban Planning from the University of Tennessee.Erin began her career with IPS during graduate school while working an internship at the Municipal Technical Advisory Service (MTAS). Immediately following graduation, she accepted a job in Nashville as the Legislative Assistant with the County Officials Association of Tennessee and soon thereafter became the Research Coordinator for the County Technical Assistance Service (CTAS).

Frances Adams-OBrien, Librarian

Frances came to MTAS in 1999 from the Ringling School of Art and Design where she served as the Technical Services Librarian. This position provided many challenges as the library was bringing all operations up to industry standards and Frances's goal was the bring the technical services operations in line with the latest practices and standards.Prior to that she was the assistant director for technical services for Sarasota County Public Libraries and, for short stint, Frances was a reference librarian at the Tampa Public Library in the business and science reference section.

Stephanie Allen OHara, Legal Program Manager

Stephanie Allen OHara joined MTAS staff in the Knoxville office as a legal consultant on January 1, 2010. Effective November 1, 2013, Stephanie became the Legal Program Manager at MTAS.  Stephanie graduated from the University of Tennessee, Knoxville with a bachelor’s in business administration. While pursuing her undergraduate degree, she interned with the U.S. Congress and Philip Morris USA. She received her Doctor of Jurisprudence and Master of Business Administration from the University of Tennessee, Knoxville.

Scott Gordy, Chief Information Officer

Scott came to work at the Institute for Public in January 2001 after working for a little over ten years for the State of Mississippi where he was a consultant and information technology administrator for both Information Technology Services and the Mississippi Highway Patrol.
