I have worked at MTAS for over 35 years. My job as an administrative support person is constantly changing and challenging. The MTAS Consultants rely on me to help them help the Tennessee cities. I enjoy talking to city officials and have become friends with many of them through the years. There is probably no administrative job that I have not tackled at one time or another.
Jill came to the University of Tennessee in April 1987 where she worked in the History Department for five years before moving to the Institute for Public Service in October 1992. Jill and her husband Ron have one son who is very active in sports. Currently Jill is working to complete her Bachelors online with UT Martin.

Misty Bean joined the LEIC in 2008 as an Accounting Assistant to provide fiscal support for the center’s staff. She is responsible for all accounting duties related to the National Forensic Science Institute grants and its accounts receivable records, as well as the Regional Community Policing Institute (RCPI) grants involved with law enforcement and community training services.Bean began her career at the University of Tennessee in October 2003 in Mail Services as a Senior Postal Clerk. Her duties there included mail sorting and delivery and processing of incoming and outgoing mail.
Doug has been with MTAS since 2006. Currently an Administrative Specialist in the Training Department, he primarily works with the Municipal Management Academy and the Elected Officials Academy programs.Doug has an undergraduate degree in Political Science and a Master's degree in Education from the University of Tennessee.In his spare time Doug likes traveling, sports and food.
Sherri joined Institute for Public Service, Central Office January 2, 2007 as an Administrative Assistant. She relocated to MTAS November 5, 2012 to provide administrative support in accounts payable. Sherri received a Paralegal Degree in May 2006. Sherri was born in Northern Indiana and in 1969 her family relocated to Ft.
I was born and raised in Michigan but have lived in Tennessee since 1980. I spent most of my career working as a controller in various manufacturing facilities in the Nashville area until I came to work for UT in 2009.
Nancy Gibson has been working at MTAS for eight years in the Municipal Codes Department. She works with cities and consultants regarding municipal codes and charters. Her duties include reviewing ordinances and compiling lists for inclusion in codes, producing new codes (and revisions) and compiling updates of existing municipal codes for cities.
Keith Groves, Resource Program Manager, joined The University of Tennessee, Institute for Public Service – Center for Industrial Services in March of 2005. The Center focuses on strengthening manufacturing in Tennessee to secure jobs for the citizens of our state. Prior to joining the Center for Industrial Services, Keith worked in retail sales for 11 years and in manufacturing for 16 years.
